Many provider does not tolerate a shared account but I assume you do that knowing it may result in your account suspension. When you ask for a solution like this on blackhat forum, hope you know you'll be scammed sooner or later as well.

Why dont you get some VPS with 256~512 mb and max their ips, some companies will give you up to 15 ips being each ip $1 and rotate the ips monthly as long as you dont blacklist the ips.

For instance if you use it to boost views on youtube it should be just fine to rotate the ips.

You would be paying around 15$ for the 15 ips + around 10~20$ depending on the VPS plan.

That is probably how most new proxy companies do it this days as ipv4 is being hard to get a hold of they either have a huge class of ips or get a provider that does and is whilling to rotate ips
