Is there any decent free backlink checker tool/site out there?

I personally use ahrefs, the only problem is they limit the amount/info you can get, but imo you get a fairly accurate number. If you create a free account with them, you get something like 15 queries daily. I'm always on the lookout for something better though.

Ahrefs works good and is pretty much accurate. You can also try backlinkwatch.com which is free to use.

so on ahrefs if I enter in a URL to search links and it lists 4 backlinks on the left side that really mean this URL only has 4 backlinks?

1) Ahrefs - it has improved a lot in the last months
2) Open site Explorer - could be n.1 if it would update more frequently

Yes the URL only has 4 backlinks - it should show referring pages and referring domains. Referring pages is the total number of backlinks. However there may be more it is not an absolute index it very well may have missed some.
