Instagram - help with opening an account

I'm totally new to Instagram. I searched, found & read all of the threads on BHC, but didn't have luck/wasn't smart enough. I only need ONE account. Tried to register via HTC Smart phone but that didn't work, & I lost lots of $ but due to Internet being expensive on my country's network. Tried to register online, via BlueStacks. Had to download a "Microsoft Redistributable 2.0" or whatever since I didn't have it. Tried to install that, but my machine doesn't allow it. Can someone help me? Thanks in advance.
