Isn't the standard price just for Hydra $100?
Plus, the neverblue should be around that too.
If I'm not mistaken, neverblue, hydra and marketleverage are some of the best affiliate networks out there, and the prices per account are higher.

I'm with everyone else, just call them and tell them you are going to spend money with PPC and try to sound like you know what you are talking about. Read the CPA forum for key verbiage if you are not sure and you should get in.

Anyways, $25 for some of those as stated is daft. I don't see how this discussion is breaking the rules though, as your not buying or selling the account, just paying someone to get you accepted?

I agree lewi and the rest. Just phone them and you gotta bullshit your way through. Show them you know your stuff and you're likely to get approved. PPC advertising and landing pages are the best way to go.

Also, it would be good to have a website ready as well. They might ask you for that. I created a simple decent looking wordpress site and just throw in a few posts and thats it.
