I might be wrong, but I think FB doesn't look at the IP. You'll need to phone verify your accounts so I believe you can have as many as you can virify

making an account is easy...but to use them for actual work might be difficult...facebbok will let you exploit itself only after you have some friends, some posts, etc...for eg, I was not allowed to make an app from a new account

You can make as many account as you wish to because fb does not looks at ip, the phone verification is the main problem if you can solve that you can make as many accounts as you wish.
