When is a Blog considered "Authority"?

So, when is a Blog considered an authority? What are the main factors that you think a authority blog should have? Any required points?

Authority - strength of the website.

1. Number of links.
2. Number of quality links.
3. Linking websites page ranks.
4. social signals.
5. atleast authority 25-30 considered as good one.
6. Quality content.
7. No bad neighborhood.

The clue is in the title Authority...If you are going to do a site on any subject you should cover every possible aspect of that subject..When my first Authority site got the Google links drop down with 6 bullet links of internal pages... I asked what that was about on the forum and a member pointed out that google considers my site an authority which is why they give me the links.

So this may not be the scientific answer to your question but when I am building Authority sites and I see them indexed with the 4-8 links underneath thats when I consider I have gotten "authority" status.

I would like to add Author Markup to BB list.

Author Markup for blogs is huge in Google's eyes and it helps add authority to your blog posts.
