Are you asking if backlinks from blog commenting can help increase your website's visibility in search? If so then yes it can. There are some stipulations here though. If you are looking to gain PR signals from backlinks, the blog you comment on must allow for do follow links in their commenting system. The vast majority do not. Even though that is the case, people still click on links and go to the web pages they are linked to so having a bunch of links in nofollow comments isn't necessarily bad. You will still get exposure for your web property.
