Don't be too quick to judge. We don't even know what he is emailing them about. He could have scraped a bunch of websites looking for "Link Exchanges" or "Guest Posts" and is going to email them asking about a link swap/guest posting opportunities, etc.
I use Mail Merge Toolkit with Microsoft Word and Outlook. When you send emails from your server it appears as sp*m. However, if you send them from Outlook (via your server) there is something different about them that lets them reach the inboxes instead of the junk email (don't ask me why, I spent 12 hours trying to figure it out).
Anyway, as CoyoteAssassin said, don't email them asking them to buy a product or service without their permission, because that is considered SP*M and is what ConstantContact, Aweber, etc. are for.
