Hey, Which is the best link building techniques now days after Panda and Penguin update? through which we can increase the SERP of a website instantly?

I'm using forum signature links and wiki links but didn't get any perfect results yet...

This is a public forum that is frequently read by SEO Spam teams, so no one is going to list specific strategies that quickly yield positive results.

If you want to see what BH techniques work fastest, look at the backlink structures of websites ranking on some of the most competitive terms and see what they are doing. Of course, you should pay the most attention to the sites which are the youngest in age. Once you find 10 or so sites that meet this criteria reverse-engeneer their backlink profiles on Majestic and Ahrefs. Then find what software they used to automate their backlinks.

If you do the above, you should get some new ideas of what currently works and what doesn't work.

I always recommend taking a look at the type of links that Google hates the most. The ones that are working that they cant do anything about. You know what I mean mate? Because those are the ones that do work.

Meaning, high pagerank paid links. That's what i use and still dominate Google as a result. But these aren't links that you find on link vendor websites either. If you can broker your own links or find private link networks, those will always be effective.

forum, wiki, and blgo spam is easy to spot and target so i don't recommend going down that avenue..

Be careful with the forum signature links!
Wiki is good but takes time.

It is very important to make sure you are mixing up the types of links/anchor text

Try to get the high quality links like social bookmarks, web2. 0, private network etc. Do not ever us the forum signature, forum profiles, AA blog comments, wikis etc. spam links. Just focus on quality links. Now only quality is required not quantity.

I wouldn't waste time on forum profile links. Way to easily abused with Xrumer and the domains are usually spammed heavily themselves.

High quality links are the best type of links but they cost you a pretty penny.
