How do you build your tier 1

Hi,
Ｉam new for seo and want to use some tools for my tier 2 or tier 3,like GSA,AMR,SE.
how about the tier 1? i used AMR for ranking my niche site before,However, it is not work any more.
Do i need make tier 1 manually or outcourse it or make tier 1 by tools like senuke with spin artiles? any suggestion?
I really want to make the tier 1 by se or some tools, because English is not my first language and i dont have enough time to build links myself.
could you give me advices for my tier 1 in detail?

Your tier 1 is the most important and worth spending extra time on

Yes, don't automate your Tier 1 Links. Focus on quality and write good content/articles with your link placed within in and do good submissions. Be sure to build good Web 2.0's as well from sites like Squidoo and HubPages.

You can make your own private network of sites, and use that for your tier one. Make all your content either 1) totally original or 2) riffs off of other content that you repost. Whatever you do, make it quality stuff.

I do plan use the GSA for my first tier, thanks for your advice.
