Wordpress or Blogger or Both?

If you want to promote a website what is better to use? Wordpress or Blogger?

My new blogs and Wordpress sites dont seem to be getting much traffic. Whats the best thing to do after content? Backlinks?

I guess the idea itself needs repair. To 'promote' a website, neither of these is going to work. If you're just looking for a blog, just add one onto the domain itself! Makes it much more powerful. Creating a new Web 2.0 property isn't like what it was earlier. Now there's a ton of content that should go up, and indexing isn't going to be that quick. You are not going to see instant results. Just block your brandname on all properties you can lay your hands on, and spend that content money on building quality links first!
