If somebody buys a photo on iStock, then he can use it on multiple places, right? So how do iStock administrators can know if a place where you can see that iStock photo belongs to that buyer, another buyer or a non buyer?

I dont think so, because its a different picture. You could have created this picture by placing each pixel yourself, so its no provable copyright infringement.
