I've tried to create multiple accounts but can only get 1 of them working.
I planned to use the other account (or create another one) in a new computer, I guess they're able to identify
your computer, so changing IP/Browser is not necessary for Adcenter.
Post popular services like adcenter will allow multiple accounts per IP, since many businesses have all their employees behind a single IP address. But If you want to be safe, you can stick with one proxy per account to keep the accounts completely independent.
