Need a few WP sites developed, where to find reliable designer/coder?

I have a few WP websites I want to get developed, but I am having a hard time finding reliable programmer/designer.
I browsed thru a few BST threads and found 1-2 good ones, the rest are neither out of business or sucks (no offense).

Is there a specific forum thats dedicated to hiring WP designers for roughly the same price here?

Please dont point me to oDesk and freelancer.com, I prefer to avoid them. Thx
