Is it necessary for me to create a LP for facebook ads? I have no technical knowledge on creating that and I don't know which website is suitable for me to learn. I am currently doing DL and might have to learn to create a LP if it can increase my CVR rapidly.

It is necessary to have some destination for your ads on facebook however it does not have to be an external website. For instance Facebook ads are pretty much designed to accomplish two different goals. You can either drive traffic to an external landing page in order to accomplish something there, or you can drive traffic to your own facebook page in order to get more likes or perhaps have people land on one of your app pages.
If you don't currently have an external web page that is suitable to send traffic to, you could just use your FB page. If you want to create a landing page, you could check out this service,
