Hi, I'm a newbie in this VPS thing and I was wondering if this was possible. So I have a windows VPS I bought a few days ago. Since I need to have many accounts on an IP sensitive website (like PayPal) I'd like to run different IPs for each browser / user account and I want them to run together. The IPs must be really anonymous (like VPN) so that I won't get caught using multiple accounts on that website. Is there any way to do that?

Search and install oracle vm virtualbox. It's easy to use and configure.

You can't install a Virtualbox on a Virtual Machine. For that you will have to buy a dedicated server.
So is there any other way? or should I just buy another VPS account??

You're right. I missed the vps part since I was basing from my datashack dedicated server. My bad.
