How to make redirect link from gov domain ?

Hello everybody,

I just wondering if anyone can help me how to make a redirect link from .Gov domain like these two.
http://www.cherokeecounty-nc.gov/redirect.aspx?url=http://fiverr.com/
http://www.leandertx.gov/redirect.php?site=www.bankruptcyinmichigan.net

There must have been a way to make such links but could not found any way so far.

Maybe he used the cpanel and he configured the redirect domain menu.
