If you want to have 15 real followers then you should you should try typing keywords of your niche so that you can target the right people. All you have to do then is follow them. However, it's not 100% guaranteed that they will follow you back but at least you have chance to be followed back

Find someone in your niche with thousands of followers (a Guru) and follow their followers. 50-200 per day to not get banned. Do this for 5 days, then wait 4 days before unfollowing people who didn't follow back(this site will help "Justunfollow"). Repeat. 20-50% will follow you back. If you tweet about the Guru or at the Guru you will get closer to 50%. Tweet 5 times a day minimum. Stay on niche with your tweets. Add your account to sites like WeFollow and use programs like tweepi (Make sure that you can target your niche with all programs you use or the follows will be worthless). Sites like admefast and buying un-targeted followers is a waist of time. In a month you will have thousands of followers.

When you get bigger make sure to search for people mentioning you and follow them. Also followback everyone, because eventually you will be the guru and people will start to tweet that you followed them. This happens all the time on two accounts I manage and it gets people to tweet about you.
