How long does it take for an Adwords campaign to start running from "eligible"

I'm new to adwords and wondering how long it takes for a campaign to be reviewed and start running? Right now mine says eligible

yeah its been like an hour and a half, im using a voucher code too, from what I read that may have something to do with it?

Google sure is a ton of help tho "Eligible The ad group is eligible to run and show ads." come on now.. obviously..

Once i waited for 7 days till i figured out i can contact Google to review it in 24 hours. New time i waited for 4 days and made contact again. Now i don't waste my time waiting, i contact support instantly after i create new campaign or an ad-group. lol
Still 24 hours is a long wait. I'm jealous of you who get approved in 15min...

I've been wating since 4:30am, and its now 6:12pm. It still says "eligible" and shows 0 clicks, 0 impressions, 0 everything, but I started recieving traffic about 3-4 hours ago. The only way thing that changed on Adwords is the "billing" tab, my balance went down from $100.10 to $95.82. I hope this is the correct amount, because that means I got about 50 clicks for $5, and Adwords says with a $30/daily budget and a max cpc bid limit of .22 that I should only receive something like 80-130 clicks per day. So hopefully it is correct, but probably just hasn't updated. lmao

What is your guys best method to get cheap but targeted clicks for high competition keywords? The settings I use are:
Search Networks only > Allow Google search partners
Computers & Laptops, Tablets with full browsers only
Bidding option > Focus on clicks > automatic bidding > CPC bid limit: $0.22
Budget > $30.00/day (until I get the conversions nailed down, then will move it up to $50-$75)

I don't know if their is any "adwords tricks" or something, but if their is or any optimization tips you would like to share, I would be more then happy to give my input.
