If you want 15 followers only, I think you can do it manually. Try searching using your keywords and follow them and send some message. Some of them will follow you back.

Depends on the quality of the accounts. If they don't have to be real, I'd do it yourself. Purchasing some high quality, verified accounts is worth it in the long run. That said, if you want real followers try and engage with people on twitter, have a conversation with someone who's tweeted recently but isn't a marketer and I wouldn't be surprised if they followed you back.

Follow a few in your niche or select by country then wait for them to follow back. 15 is pretty easy to get

Follow people in your niche....follow people that they follow...by checking other peoples followers you will find lots more people to add to your list. Follow 50 + a day. I have never had any account restrictions and have done much more than 50. I generally give people 3-4 weeks before I unfollow them if they havent followed me back...If it was 15K followers you were after just buy them but forget about them being real or targeted they are just a number that makes you look popular.

Good tip. Never exceed 50 follows a day. Use a nice profile photo as well.
