There is no button to apply for the card in my account control panel, may be it's limited to users who is in a certain level, I'm in Level 1

Hey, its not for everyone unfortunately, only top level sellers and level 2 sellers can be benefited from the card.

Any idea whether it'll be available to Indian users?

The Payoneer card is not available to Indian residents at this time because of RBI regulations.

However, Fiverr does offer our Local Bank Transfer (LBT) Service, which Indian users can use.
