Adword Question. Response appreciated

I would like to know if you open multiple adword account for the same url at different times will your url eventually get penalized and therefore will not be able to open more adword accounts?
Also if this is true is their a way around this?

first, if the ads running in the same time then its bad, and Google will ban it, but if you run it one at a time, change your ads a bit and open from different pc, then its fine.

btw, your qs will be affected each time you change your account...in a bad way

Quality score.. your cpc and quality score determine your ads position. Usually each ads start on the lower position, but as the time goes, your QS will be calculated by google and it can raise your ads rank / position..
