There have been several over the years, but unfortunately most don't work anymore, especially for comment rating. Your best bet is to have a custom one made.

I use Vagex. I even pay the $5 a month for the extra 10,000 views. I get maybe 50,000 views a month, comments, likes, subs etc. Can decide on the length pf time you want a view to be and spread them over as many URL's as you like.

It's not my product, and you really should run their client on a server 24/7 for best results (it takes virtually no run time so you can run other software as well)
Sometimes crashes after a few weeks, but generally just simple and just "works" and is dirt cheap.
