Why comments can make site have good ranking

Because Comments are the life of a site. yes they are. Google loves the sites that allows good quality conversation type comments. it makes the site more authoritative.

Build quality links and get powerful backlinks are the best way to improve page rank of website. For build quality links, choose high authorize and high page rank website because from that you will get strong backlinks that very beneficial for improve the page rank.

blog commenting generate the backlinks only when your post is good and its appropiate to the topic..High PR Blog commenting give the effective benefits for ranking which can build up your search engine ranking for long time and also increase page rank of site.
I also see a lot of sites ranking extremely high for competitive terms. Upon analyzing their backlinks I see that they consist entirely of a huge number of links from blogs, guestbooks and discussion boards and are made up of entirely unreadable comments, like 'gfthrujegthetg bdfgfhjjeyjhej'. It seems to go against everything a lot of people say we shouldn't do. Would I be right in thinking that such sites rank for a few months and are then likely to be penalized and removed from the results? If so, presumably the owners know this will happen and already have more new sites ready to push to the top again with the same methods. Build, spam to the top, bank while you can, crash and then repeat all over again.

whenever a comment is posted without outbound link google considers it a good sign. a site having too many outbound links is considered to be negative and google spider doesnt come near to it. while having a site with low outbound links but massive comments can come up because page is updating every time there is a new comment without link.

but does it matter if those comments are ******** or nofollow? I know there are some who say only ******** matters and others say nofollow is good too and obviously ******** is better. But is it worth it? I mean if you build like 5000 nf commens that's a lot of links built but if they don't help much then you don't move up but you already "used" your allocated link velocity for that time interval right?

probably to stop people over riding the nofollow and switching it to do follow here to create backlinks, probably a good idea considdering the tools we all use

It really got me search for what the most up to date thinking on blog comments were and well, most of the well known thought leaders in seo seem to just pass over the idea that blog comments have any value. I did stumble upon a good article about blog commenting from Mike Collins at SEO Site Checkup.
In this article and others, he talks quite a bit about blog comments, whether they have value, if they have link value, and what is their real value today.
I think what he and others are saying are valid, blog comments have some, not much SEO value, but they have networking and audience value.
What I am not saying is that follow links don't count, they do and will always. Google, if not already, may devalue links they know come from blog comment sites, ie site that allow any links to come out from it and so using that as a strategy, mass commenting may not have lasting value.
If you can tap into either the links or audience, you will move ahead your site and brand.

Thinking about SEO has never delivered anything.
Do not have a website where they simply chat around about SEO 24/7 trying to pretend they know something, they actually shut up and perform their own tests.

Without looking at the comments, I can't really say why it works. But essentially those comments made in blogs are backlinks and are passing on some link juice. It helps especially if it's related like if you have a website about cars, that you're commenting on some car blog or forum because it's a related niche. Also, it works better if the comment is actually interesting/useful/helpful because people do click on those links sometimes. If not, at least you have a better chance of having the comment sticking and not being deleted by the blog owner because it's spammy.
