this service may verify your account but you'll ahve some problem when you want to make payement
but most important thing is when the OP has seeing that his service is not reliable he wasnt very friendly

I just read the whole case in the shitlist.
To the buyer: these VCC don't have balance in it (most probably $1 or not even that). So you can't send payment or money through them until you put money in it. I also use VCC (not from this seller) and in my country paypal doesn't allow payment through paypal balance. I just put money on my VCC through my debit card and use it through paypal. No problem at all. You may need to change the payment settings in your paypal account to allow payment through paypal balance and not credit card. If your country also has rule like mine and can't use paypal balance to pay, then you don't have any benefit of adding a VCC, unless you have control of VCC and can put money on it as you need.
To the seller: you could let the buyer know of what your card does exactly in a nicer way.
For every prospective client: These VCC will verify your Paypal, but you can't send money from these cards. Period
