Above a q-7 score; how?

I have a real ad words account that I spend about 3 k a month on but I can't get above a quality 7 score for any keyword.

I am currently working on one keyword that has a q 7 score that will not improve. It even says above average for all three qualifications, now for about a week. Wtf?

Any ideas?

Your Quality scored Not Only depends on your Kw's but also on your CTR which you bid on your campaign.

Thanks. I will up my Max bid and give it a few more days and see if my q score goes up.
