First let me correct it is SEO (search engine optimization) not SOE. There are tons of ways to build links like forum links, links from blog comments, high PR domain links, edu and gov links. There are tons of tools out there to automate link building stuff like xrumer, scrapebox, senukex. Hope it helps.

I prefer manual link building process. the best way is to read then start working according to them,.

Do not forget to add RELEVANT, HIGH QUALITY content to the site and use similar content for distribution purpose as well. You may explore guest post option where you touch base with owners of relevant websites and offer them a guest post in exchange to a link. Make sure the sites you are getting these links from also have valuable content and rank high on search engines.

No one mentioned the competition, which is very important and determines how much work is needed in first place. Sometimes you need 1000s of links, sometimes 10 will do the magic.
