My unverified PayPal get limited following the payment and I haven't ask a refund as some stupid persons believe it and come to me in "skype".
I asked the seller to cancel VCC and I removed it from my verified PayPal.
I promised to him give 12$ later, for what he has just arrived.
Sorry, I'm not a scammer, just I'll never pay with unverified PayPal.

The whole 'gift' method is not 100% proof for not getting your money back. See if you do a dispute your not gonna get your money period, I can tell you how many times I have gotten scammed for 5-20 bucks in gift money that I always got my money back. See this is what you need to do, everytime you log into paypal and your going to send money always always log into from a proxy , but make sure the proxy's location is around 50-100 miles from your current ip location. Then if shit goes bad, I always call paypal and tell them my shit got hacked, although you have to go from representative to representative call them up and they will for sure refund you you rmoney and ask you to change your password and everything. They will even change your password for you over the phone thinking your computer has viruses on it.

Worked 4 out of 5 times, the last time didn't work cause my ip location was the same as my current ip.They told me I couldn't have gotten hack since my ip matched my location. Simple, people don't know this trick but works like a charm.

the only bit im confused on is, he payed 12$ for the vcc
the payment was disputed then returned to the sender.
what has this to do with being limited ?
is he saying paypal itself disputed a payment he made
and pulled it back.. because im lost on this part
who disputed the payment
