Yeah, unfortunately this is the shady underbelly of the world wide web, so there isn't actually a straight answer. Let me give you some examples:
Content Locking A Portfolio Of Video Tutorials Created By Yourself - Probably OK To Incentivize
Content Locking Nasty Pictures Of Hot Chicks - Probably NOT OK To incentivize
Content Locking Anything For Which You Violate Copyright Laws - Definitely NOT OK To Incentivize
Content Locking Things You Do Own The Copyright To But Which Violate Other Laws - Definitely NOT OK To Incentivize
Content Locking Content That You Do Not Actually Provide - Definitely NOT OK To Incentivize, i.e. you can't claim something is available if the user completes an action, and then NOT provide the incentive.
So the reason you aren't getting the answer you are looking for is because you are asking the wrong question. This is blackhatworld. We aren't here to judge you, nor do we care what you content lock. What you need to know is how to cover your ass in case today is the day MB gets a hair across their ass relative to what you are doing.
Best bet = don't take any chances. Spoof your referrer so that your traffic appears to come from a totally reputable source with no content blocking(perhaps a points based incentive system), mix in completely whitehat leads to ensure your offers backout for the network, i.e. make sure they make enough money on the backend, and mix in enough front-end traffic so that your conversion rate does not go above the network average ... and if you are talking about any serious volume, consider expanding to more networks, and more offers.
If you do the above, you will always be paid, and never run into a problem unless your real revenue stream is outed to the network, and they take offense to it. I hope it all makes sense.
