Creating a custom, clickable Youtube channel banner

When editing my YouTube channel, I no longer see the box that would allow me to enter custom HTML code. Is this option no longer available?

I still have that option for my banner and the links still work.

The link you provided didn't really elaborate on your issue? If you had the option before, you should still have it unless they revoked it.

Its been a long time since I last tried editing my channel's background settings, so I can't remember if the field for the custom HTML code was there or not before. All I know is that it's not there now, but some people still have it available in their background settings options.
