I think I misunderstood your question. In wordpress, your blog title should always be the <title> tag and the post names are usually <h1> tags

I don't know why the blog title would be an h1 tag, but you can go into the code files and check it out

Try using a different theme. The theme controls stuff like that if I remember correctly. And if your theme is doing that, I would definitely change it.
