my question however is not how to operate the thing but what it actually does. as far as i have come to understand is that it generates a fake hit from my URL to the URL's in the List?
or is it the other way around? idk...

well links of website(urls) u have will see as if some one was referred from your site(referrer)

and u have to collect as many as possible urls in your niche.

be creative u will find some good way 2 use it

That's correct and that domain is publishing its stats so google sees your hit as a back link
if you still don't understand it run it against your own domain

I have used PR Storm on my sites and I can't see it in any stats I believe it doesn't work anymore

For me it works like a charm Do you use proxies? I've made bad experience using proxies, maybe they were to slow...don't know...I checked them before.

Works like a charm on my side, too.
I never use proxy, I guess one single hit to those URLS looks legit
