I am noob in seo and also not in a position to spend money on some tools, so i wrote a shell script which monitors top 200 sites on a specific keyword for sserp rankings. So everyday i could see how each site was doing. I have site on that niche on 2nd page. Then one morning i found a completely new site appearing just below me, It wasnt on top 1000(a did a second check). After analyzing that site i was simply dumbfounded that it had only 7-8 backlinks and a few social likes, not a great site either.And now he ranks on 1st page. No updates seemed to affect him, any views ???

A lot of sites are ranking like that now.
Just build a few raw url backlinks to your site with some social likes/tweets and a few bookmarks. Then if that doesnt get you far enough 301 a couple aged/PR domains to your domain and you will shoot right up the serps.
Make sure you have the keyword mixed in with a couple other words in the title and have a 1-2% keyword ratio on the over all page and your good to go.
Of course if your site is from before Penguin and you have all kinds of backlinks with anchor text and various pages of over optimized content, then your basically screwed.

That happens sometimes. It is possible that those backlinks came from high-authority websites

There are loads of possible reasons. Easy niche, 301 redirects, delaying in link analysis programs, just a dance etc...

How do you check if a site has 301 redirects to it? I use majestic seo and i can't see where it shows that

What is the domain age of your competitor?
Maybe you will just have to wait a short bit for the links to start showing. People are saying that majestic takes a while to register backlinks from web 2.0 properties, at the same time, people are talking about how web 2.0 properties are helping them gain SERP positions.

When a domain responds with a 301 instead of 200, you know the thing is permanently redirected. Google easily picks this up and google reroutes the backlinks to the new domain. Whether or not 100% of the "juice" remains it not clear, but I know for a fact a lot of it remains intact.

I dont know yet. Ive got a couple tests going right now. What I did on one site is built a bunch of high PR links that I control to the domain with 5 similar keyword anchor texts. The site went to the top 3 of the serps for about 2 weeks, then tanked apparently because of Penguin. So I have been slowly changing the anchor texts on all the domains to different % of raw url, random words, brand name, and my main two keywords.
And Ive been able to slowly and methodically walk the site back up the serps. I havent hit the first page yet but I continue to move up as I adjust the anchor texts. The interesting thing is that Im not even creating new backlinks. Im just manipulating existing links to find the most optimal anchor configuration.
