you said you are developing iphone apps but you dont have a mac? You DEFINITELY need a mac because once you pay the $99/year iOS developer license fee, it will be registered with your mac device (macbook, mac mini, imac, or whatever device you choose to publish it from). While it might still be possible to run xcode with windows or whatever, but in the end you will need a mac to publish your app to their app store.
although im not fanboy of anything (and personally I would choose mac over windows anytime) but i agree with you that apple totally sucks in this.
*PS I dont recommend you to use hackintosh. not sure if it's possible to enroll iOS developing license with hackintosh but if you are serious in developing apps you should get a mac. After all there's bootcamp in mac if you want to use Windows 7/8 with your mac
