I hope you are talking about pay per download where in you would like to have a url which expires after once downloaded and that it cannot be shared I have created such a customization prior

Let me know if you want a whole website built similar to file ice or only this portion integrated to some of your existing website

to be more precise it is something like rapid share url which cannot be shared niether it can be transfered and would expire when used once
