How would I go about billing my customers via their cell phone bill?
For instance if they text "CASH" to "70534" they will see a charge for $XX on the next bill.

You have to make the deal via the cell phone company itself in most cases. We have tried doing some things to have charges show up on peoples phone bills, but sometimes it is too costly. Being that the cell providers want between 12-25% of the total charge. They keep a lot of money.

Hmmm.... so companies are shaving off just for a small task.
 
Better yet contact your cell phone provider for this. the company will further explain and answer your queries. Those phone bills indeed annoying sometimes. Besides every other imaginable bill, people everywhere now have to watch their wireless bills. sms payments are complicated. Unless you are doing large volume so that you can negotiate preferential rates with your provider, you are better off thinking of something else, as a lot of the cash will go to the cell companies.

It's their customers so they can do what they want. It's completely at their discretion as to whether they'll let you bill and how much they want for that ability.
 
gxbill or something like that does it for a few people. Depends on your situation though.
