I'm trying to make a thread in the WTB section, but I can't. It doesn't say you need a certain amount of posts of anything, is this some kind of bug or something..?

You must be a donor to have create your BST thread...that's only one rule, there are more of them

im guessing the same rules apply, they wont let people
with 0 posts make threads wanting to buy stuff, just the
same as people selling stuff with 0 post can not do this
