I have one quick question: which company doesn't mind too much about having their offers email blasted? Dating offers could work best (I heard about Loadedcash), any other recommendations?

Are you can-spam compliant? If so, almost any network will allow it with prior approval.

As i know Most of the CPA networks will allow emailing. Its the content locking they might have problem with not the emailing.

A lot of them allow mailing, they just have some offers that will allow it and some that do not.

Well sort of however the mailing list isn't opt-in, but scraped.
