Would you (if you could) redo the anchors on existing links or create new diversified anchors (click here, url etc.) to lessen the percentage of the optimized anchors?
 
Depends on how much links with the same anchor you have and if this is your main keyword, I'd try to create new links... and "fix" ratio with them.

Sometimes it's too much hassle to "redo" existing anchors (e.g. you may have created a link where you don't have easy access to change it; even if you do have access, I think it would depend on how often these indexed links were crawled), so it may be just be easier to add new links to increase the anchor text variation.

The point here is, if you actually have access to redo them - would you? My fear is that the penalty will not be lifted even if the ratio is changed by adding new diversified anchors.
 
If you have access, then try it. If that doesn't work, just add more links to diversify your backlink profile.

Too often there will be too many backlinks to 'edit'. Not only that but most backlinks wont be editable.

Therefore I think its best to create new links with varied and completely random anchors.

Remember that this is an automated penalty. If the anchor text diversity is at fault and you fix it, the automatic penalty will be removed. This won't matter how it is fixed. I think the main point you need to consider is productive time. Most people will choose to fix anchor text diversity by adding new links because you are building links at the same time so you website is still progressing. By fixing current links, your website is not increasing in the number of links built and once fixed, it will at best return to the same position as before but probably lower as your competitors will have progressed.
