I've opened a legit buisness account with Paypal, and they close it becuase it's was linked to other accounts.
I provide them all docs and talk to them hours on the phone but nothing helpd, they know my details + bank account.

My question is simple: How can I open a new biz account?

What exactly linked you to the old account... IP,? Well when you go again to open a biz bank account, you need another biz name so paypal won't link you. But this starts with a fresh new IP and MAC address. That's of course applies if you are buying business accounts or making it yourself under a family's name.

There are various ways to open a business account, one includes a P.O Box so your address won't be linked to any old Paypal accounts.

Get a VPS, it's one of the few ways to be 100% sure that they won't track you down (unless you want so).

VPS won't work for long. Once Paypal or Ebay recognize different IP's or locations, they will bring down the ban hammer.

Well you should know the procedure, go to your bank and open a business account (this is the bank account that will be attached to your new Paypal)
When opening a business bank account you should use a PO Box, UPS Box or whatever is available that your bank will let you use to open the account with.
Use the same address you provided your bank with to open a Paypal account under your business name and business address.

NEVER use a proxy - EVER (a VPS is fine if you can find one in your state, do not use international IPs. Make it as close as possible to your location)

Don't want to deal with VPS ? restart your modem and generate a new IP.
IP isn't changing? Change your Internet's MAC address via router's control panel (192.168.1.1) Once MAC is changed, restart your router and VIOLA YOU HAVE A NEW IP!

Still not getting a new IP?
- dump your Internet Provider
- Buy a cheap Internet service (netzero, t-mobile) <--- you can change your IP in seconds
- Tethered your internet from your mobile phone

Is this all?
Do not forget to completely clean all cookies from your internet browsers (one way to avoid cleaning - create a new user in your windows machine)

I opened a new account using a new IP adress and new mac adress, but when I've added a bank account i received the message that it's already assigned to a diffrent account (The blocked one).

So I automatically closed the account.
Please advice.

You are right, and I have a biz account with is attached to the limited account.

You never attach the same account number!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!
Call your bank and ask for a savings or checkings... that's what you will attach to paypal (no paypal will not know your name)

When you go to a bank or call them you ask them to open a savings account or checkings account... you use that account to open a new paypal. You can do this as many times as you like.
