Think about your target demographic. People with half a brain aren't out there looking for government grants either.

I would guess that this converts pretty well with the 'target' demographic.

Is this type of campaign costly? He's got huge banners on most of the forums I frequent, and also youtube videos.

Impossible to know without knowing exactly what keywords he is bidding on.

I'm guessing he's spending a good chunk on advertising...which must mean that the landing page converts well and he's making much more than that in profit. If we see the ads disappear over the next week or two, we'll know it's a dog. I doubt it though.
