Question regarding SEO for a 301 redirect

Hi everyone,
I want to do some SEO for work my sister and I was wondering if it possible to do SEO for a domain that has a redirect 301. For exemple a domain like stampinupchicago(dot)com would have a redirect 301 to stampinup(dot)com/xyz? IF so do I have to create a wordpress site with content for stampinupchicago(dot)com and redirect to stampinup(dot)com/xyz or can I just leave stampinupchicago(dot)com blank with no website uploaded? Thank you

Just leave it empty.

If the domain has a 301 redirect on it, nothing well be crawled by Googe if there is a site there, so point less to create a site.
