This is precisely what search should be based on, not links. The latest update has nothing to do with this though.

I am certain that my sites that were impacted in the latest update would have passed a manual review for relevancy to the targeted keywords, yet they tanked anyway.

Maybe I didn't understand you correctly but are you suggesting that billions of sites in Google's index were human rated during Penguin ?

Certainly not all of them. The more realistic approach to this is that they're "experimenting" to see if they can get the algos to behave a bit more human-like.

Google is not stupid. It wouldn't deliberately rank piss-poor sites without reason. Nor, contrary to popular believe are they spiteful.

They're not doing this to spite us for ranking and outdoing their algorithms. This is just my opinion, but I think this is a transitionary phase. One where they're experimenting to find the Goldilocks algorithm. Nothing ventured, nothing gained after all...

I agree that this is what they are trying to do, but they have some serious work ahead of them. Some of the sites that gained rank with the last change are nothing but spammy sites with lots of ads and very little content. Not that I am against that ;), but they seem to have it all backwards. Also, the negative seo thing opens up a whole new business opportunity and I will roll either way.
