Adwords ad are "Eligible"

I used to use my old adword accounts to setup my ads (with already activated vouchers) and they always actived my ads instantly without any problems!

Recently I created some new accounts with vouchers & manual payment and now the same ads are "Eligible"! I know it's because I used new adword accounts, but is there a way to get arround this using new accounts?

I really hate those "help me I'm a noob" posts, but I don't want to spend weeks/months in testing and finding a way! Also I searched the forum/net for any solutions but didn't find any good ones. I know adding creditcard will work, but I don't have any VCC.

No public way around this. Think about how it looks to Google: New account, voucher added + manual payments = throw away account. So they won't run any ads until they verify billing (whatever that actually means) and most times, if you did just make the account to use up a voucher and throw the account away, it'll end up banned.

At least that's my experience with the "eligible" status with bought vouchers. Also, make sure you know the source of those vouchers, adwords is known to ban if the voucher was issued for another country and you just happened to end up with it.

wish I knew this before i bought a few vouchers, all new accounts got closed in a few days and ads never ran..

in last 6-10 months google started to review almost all new account that are loaded with vouchers
when your account goes under review ask google what is going on. Just make sure that you make first step - this helps most of the times.

normally elligible means ur gonna get some traffic in some time during the day, but once it is approved, u r gonna get the most of it.
Try fixing the billing issues and ur accounts wud be good to run within 10 mints
