If you are using only 1 network, and submitting 10 posts to them every day/week/month and hoping to "crush your competition", then NO, blog networks won't work for you. Why? Well, the blogs will be quite similar, so this leaves an easy footprint for Google to find common stuff between YOUR backlinks, and hence penalize you.
YES!
It will work if you bring in diversity, use more blog networks, vary your posts, vary submission time. Why will this work? Because, the blogs in each network will be very different, and so their chances of hurting YOUR site directly will be reduced. Yes, this approach is pretty expensive, but hey, you get what you pay for.
