It really depends I guess how you define "penalty". So lets go over that.

Site Actually "Penalized": Continual linkbuilding is required. My package is a step in the right direction, but to be honest it probably won't dig you out on its own. You're going to have to combine what I offer with other forms of linkbuilding (ie high PR links etc).
