Yes, it's perfectly fine to use just one URL along with 3 keywords. However, please make sure that your target url is already indexed in Google.

Answering your specific questions,

Yes, we can very well do this as a monthly service and it's always advisable to build on the web 2.0 sites we create by adding additional posts.

In fact, there are three ways we can go about this.

Option 1 : Create web 2.0s props in new sites each month and send links to those

Advantage : every month you get links from fresh IPs and unique domains

Downside : There are only limited number of web 2.0s available ( high quality ones). The already used web 2.0s will remain as just a "one post wonder"



Option 2 : first month we create 20 or 36 web 2.0s and then each month we add new posts to these

Advantage : The web 2.0s will get more powerful and will act like a mini feeder site network

Downside : The links will come only from the same domains every month.

Option 3 : first month we create first set of web 2.0s, second month we create another set in fresh domains. Along with that we update the existing ones with additional posts. This will continue till we are through with around 90-100 web 2.0s and after that we will just update everything once a month.

Advantage : Your existing web 2.0s will get powerful, links will stay alive and you will get links from new domains each month till we are through with all the sites. This could essentially get you a strong network of sites over a period of few months.

This option is really good if you/your clients have multiple sites in the same niche.

Downside : Obviously this option is going to be an expensive one compared to the one time packages.
