How do you build links like this?

How do you build links like this:

armageddononline [.] org/asteroid [.] php

Notice the .gov and .edu links surrounding his actual anchor text.

This type of link building is consistently used by a competitor (not the one I have linked here) on very aged websites. Most of the sites look like they haven't been updated since 1999.

Is this a network or professional service? I'd like to join in if I only knew where to find it.

I've tried contacting webmasters individually to do this and it is painfully slow. I've also contacted webmasters selling this type of link and they never respond when asked about where that link came from even when offering them cash.

I know why they do that... But I'm trying to figure out where to get links like that over and over again. There's either a network or a way to explain this to webmasters who haven't touched their site in 10 years.
