I mean i want to do it, i just don't want to get scammed or anything

Email campaign to promote what? It may be worth it if you find a list which is targeted towards the niche you are promoting, but probably not if it is just spamming random people.

i forgot to mention... I need to be able to use paypal.... my debit card was stolen so i dont have one at the moment...

You can use VCC to get verified by gaypal. Find the provider on BST section.
