How do I get more (targeted) ppv traffic?

Well, this is my first official day of getting traffic for cpa offers. I'm doing it with Lead Impact. The problem is, the traffic is about 5-10 times lower than I expected. The offer is not in the highest traffic niche by any means, but I've only had 5 views in the first 2 hours. That is with using 150 pre-screened Url's with high traffic alexa rankings. Does this seem normal?

Is there something I can do to drastically increase traffic but also keep it targeted?

Just because the url has a high alexa rank does not mean that you will get a lot of traffic targeting those urls.

PPV works based on what the user types in so if the network doesn't have a lot of users searching for what you're looking for then you won't get much traffic.

So what should I do then?

Add every possible combination you can of your targets, for example: site .com site com sitecom sitecom/ etc., this can sometimes boost the traffic and even get you new profitable targets, try keywords as well. Scaling PPV campaigns is tough.

If your targets have a high alexa rank, i.e lower than 30k... Up your bids and make a test, possible that you don't get much traffic because other advertisers simply bid higher.
And yeah, adding more keywords / url combinations is always a good idea.
